Joyce Hoover
Exempt Organizations Special Review

Joyce Hoover received her accounting degree in 1990 from Webster University in St. Louis, Missouri. She has been an IRS Agent in Exempt Organizations for over 18 years, 14 of which were spent auditing tax-exempt organizations ranging from small groups to team audits of hospitals and universities.

Currently, Joyce serves as Senior Reviewer in the Special Review section of the Exempt Organizations office. She has been a member of the Customer Education and Outreach speaker cadre for seven years.


Richard Crom
Staff Assistant for Customer Education and Outreach, IRS

Richard Crom has worked for 15 years in the Exempt Organizations office of the Internal Revenue Service. For seven years, he served as a field revenue agent, examining all types of tax-exempt organizations, from small all-volunteer clubs to large, multifaceted organizations employing thousands of people.

In 2001, he became a program analyst in the Exempt Organizations' Customer Education and Outreach office in Washington, DC, where he designed and managed programs to assist exempt organizations in understanding and complying with their federal tax responsibilities.

In 2003 he assumed his current position as Staff Assistant to the Director of Education and Outreach for the Customer Education and Outreach office. He continues to design and administer outreach projects and also assists the Director in managing the office.

Prior to his service with the IRS, Mr. Crom worked as Deputy Director for the Virginia Commission for the Arts, an agency of Virginia state government. He has also held positions with nonprofit arts organizations in Nebraska and Texas.
