County revises nonprofit funding rules

ASHEVILLE, N.C. - Buncombe County has revised its rules for funding nonprofits, The Asheville Citizen-Times reports.

All nonprofits receiving county dollars will now be funded only through contracts that base renewal on a specific set of performance criteria.

Grants for capital campaigns must be approved during the annual county budget process and will be given only as funds to match foundation grants.

Such capital grants from the county will not exceed 10 percent of project cost, or $500,000, whichever is less, and will be spread out over a minimum of five years.

County commissioners are not to serve on any board or organization seeking funding unless required to do so by law.

The new rules are meant to provide greater transparency and streamline processing of the multitude of funding requests Buncombe County receives annually, commissioners say.

This year's budget includes $2.8 million for nonprofit groups.
