Pittsburgh councilman gives district funds to "Hope Fund"
Ricky Burgess, Pittsburgh councilman, donating all $146,000 district discretionary funds to "Hope Fund" at POISE Foundation, which works improve quality of life for black community in Pittsburgh area.
